Buckle up – it’s the law

It’s been already several days since the police in Armenia started to enforce the “fasten your seatbelt” rule. No warnings, no ad campaigns, all of a sudden you get pulled over and are fined because you are not buckled up in a country where no one paid attention to fastening seat belts. Why not spend a bit and make public aware? Why not print brochures and let the drivers know? At the end of the day the ultimate goal is the safety on the roads, or is it?

Amazing how even positive changes can leave a negative impression.

Armenia isn’t a place where you have to pass out brochures to get the “word” out.
Giving tickets to 8-10 taxi drivers is all the advertising you have to do.
“NEWS” travels very fast in Armenia. Armenian people are always very aware of what
is going on in their surroundings, their country, and also other parts of the world.
Believe me, by day two of passing out belt law tickets; 95% of all of the drivers
in the country heard about the law. Brochures? Waste of money, time, and paper!

The fast traveling news is good and bad. It’s true it travels fast and that the more than 200 tickets did their job of making aware the drivers in the country to buckle up, it still doesn’t justify the lack of action on the part of the government. Do we really want to have a country where our government’s official form of communication is the word of mouth???!!! Where do we want to get???? What is the point that we want to reach in 5 years? 10 years? Civilized country or a society where the gossip is an acceptable form of communication…

You know what’s the amazing part in all this situation – how come this regulation worked out so smoothly (forget about the awareness campaign for a second) and fast. How come all the other laws and regulations are not enforced just the way this one is? Why on earth fastening seat belts works out easily and in a matter of several days, but all the other vital laws and regulations are being ignored. Is it because no one has a stake in this one? Is it because nobody’s business interests are vested in this particular regulation? Is it because the government is not really interested in making everything else work? Should there always be a 10 mln loan to “force” the government to do what it is supposed to do anyways? I’m really amazed how almost everyone is buckling up, if there is an ability to fix things around here why isn’t everything get fixed the same way – overnight. Lack of desire? Lack of willpower? vision? What exactly?

Fact: Ultimate goal is… There is no ultimate goal.
Fact: 95% were wearing seat belts by day 2 because they were scared shitless of traffic tickets.
Fact: Traffic cops write 1 ticket for every 10 stops. If you know what I mean.
Fact: No public official other than traffic cops care if anyone wears seat belts.
Fact: The regulation worked smoothly because there is a direct cost for not observing it.
Fact: Yes. It is all about the $10 million loan.
Fact: It all will be forgotten as soon as the $10m runs out.
Because
Fact: No public official gibes a hoot. Period.

In Armenia nothing happens for the right reasons. The only reason this law was put to practice is because there is something in it for the cops (more appropriately pigs). Do you think this was done to reduce the amount of accident deaths? Heck no! Its just another reason for pigs to collect bribes. It is viewed as a positive because all the western countries enforce this law, and by doing so Armenia is unintentionally joining the club.
