The Army and Society

ArmRadio -- “If there is no desire to see army reforms, it is impossible to see any,” Deputy Head of the Legal Department of the Defense Policy Division of the Ministry of Defense Alexander Avetisyan said during the public discussions on the “Army and Society” organized by the Civilitas Foundation. According to him, serious reforms have been implemented in the Armenian army over the past 10-15 years, and the development of the mechanisms of civil control are only part of those reforms.
Advocate Arthur Sakunts considers that, ever since 1995 there has been only imitation of reforms in the army. He points to several problems existing in the sphere. “First, the army is a too closed structure,” he said, adding that the Ministry of Defense needs to ensure transparency. Arthur Sakunts insists that the recent incidents in the army are also the result of the non-sufficient level of transparency.
“The Army is the mirror of society.” According to former soldier Garegin Khumaryan, this famous saying is very close to reality. The soldier, demobilized in spring, says that all that happens in any higher educational establishment or school, can happen in the army. However, everything is more noticeable there.
