Dedicated to the Children of Armenia 

She is neither native Armenian nor from the Diaspora; she is simply an American citizen with an outstanding personality and a great heart.
She is the head of a non-profit, charitable organization Dress a living Doll from Seattle, Washington. The reward for the great work she does is the smiles of the children Carmen helps most.

Dress a living Doll is a non-profit organization, formed for the purpose of assisting orphanages and schools in Armenia.
In 1993, Carmen Bullard first became aware of the needs in Armenia through a close dear friend of hers who was a refugee from Abovian, Armenia. She is a devout Christian who has worked with children in churches most of her life. She originally studied Christian Education and music at Pasadena Nazarene College and worked in several different churches directing choirs and working as youth director. She later studied law and became an attorney in Seattle, Washington.

The first time she came to Armenia was in 1994 to assist in the preparation for a judicial conference that took place in July 1995. 
Carmen kept in touch with her Armenian friends both in Seattle, and Glendale and those she made here in Armenia.

In the year 2000 she returned to Armenia. This time she brought hundreds of meters of fabric for pajamas for children. She organized some women to help her sew pajamas. Not only did they sewed pajamas for all the children at the boarding school for mentally retarded at Nork, they also made dresses, skirts, blouses, and slips and purchased underwear for every child. She also bought jeans for every boy.
  She gave a party at hotel Armenia for 120 children, their teachers and her employees. The children had a marvelous time and enjoyed every minute. They concluded the party by dancing. They were all very happy. The Pajamas that keep the children warm every night remind them how much someone cares for them.  
In 2001, Vanatzor orphanage was the main focus of the organization’s activities. Early in the year, food was provided since there was a shortage. At Easter, baskets were made for every child at both Vanatzor and the boarding school in Nork. These baskets had bars of soap wrapped in a little wash clothes shaped like little bunnies. They also contained candies and eggs in the baskets for every child and a little pictures of Jesus.
At every turn she sees another opportunity to help that may or may not be met with the limited funds available. Due to the fact that this organization is small, it is not eligible for any government assistance from US and it is necessary for her to pay all her own expenses as well as make monthly contributions to keep the effort moving forward.
The culmination of Carmen’s arduous work is a clothing store opened in Sil Plaza shopping mall bearing the name Born in the USA.
 

Carmen Bullard continues to play a central role in this organization as she faces daily challenges to keep the organization alive and provide for all the children in need.
